Getting married in Singapore is a relatively simple procedure if you choose to skip the big wedding part. It’s completely fine to forgo the big celebration, because not everyone throws a big wedding event at a banquet hall. The most important step to getting married is the solemnisation procedure, which you can carry out at the Registry of Marriages (ROM) itself.

Eligibility Criteria to Register a Civil Marriage in Singapore
- Firstly, couples need to ensure that both members are at least 21 years old. And if you’re between the ages 18 to 20, then you will need to obtain parental permission.
- Secondly, a non-Singaporean citizen or non-PR has had to be physically present in Singapore for at least 15 consecutive days before filling their Notice of Marriage.
- Lastly, you need a proof of death or divorce certificate if either member has previously been married.
Once you’ve checked both meet the prerequisite for Registry of Marriage (ROM) in Singapore, you’re eligible to marry under Singapore matrimonial laws. You can now proceed to deciding your Solemnisation location, date & time.

Solemnisation of Marriage at ROM or Other Locations
If you plan to get married at the Registry of Marriages, there’ll be no need to engage a Solemniser, as the ROM will solemnise your marriage for you.
However, if you’re solemnising your marriage at other locations, you will need to get in touch with a Solemniser. Here is a step-by-step guide to how you can do this.

Now that you’ve decided on the date & time of your Solemnisation of Marriage at the ROM, it’s time to file notice of your intended marriage.
Before filing notice of your marriage at the ROM website, you will need to have these documents on hand to enter your personal information:
- NRICs or passports of the bride and groom
- NRICs or passports of the two witnesses
- Solemnisation date & time
- Address of solemnisation location
The ROM website accepts credit card payment. If you’re physically filing notice of marriage at the ROM, payment can be made in either NETS or Cashcard.
Once you’ve completed the online filing, remember to print the following 3 things: the payment receipt, Filing Instruction and Summary of Notice of Marriage.
Mark your calendars of your appointment date at the ROM. This appointment is to verify documents (VD) and perform statutory declaration (SD).

Verification of documents (VD) and statutory declaration (SD) at the Registry of Marriages is strictly by appointment only. You will need to go to the appointment together with your partner.
Before heading down to the Registry of Marriages, make sure to have the following documents with you:
- Filing Instruction and Summary of Notice of Marriage
- The groom and bride’s NRICs (actual) for Singapore citizens and PR holders (physical passports for foreigners)
- Photocopy of the 2 witnesses NRICs (if SC/SPR) or passports (if foreigner)
- Divorce papers or death certificate of late spouse (if applicable)

You’re finally ready for your solemnisation procedure! This is the final step of solemnisation under Singapore’s civil marriage laws once you have completed all of the above steps.
You and your future spouse have to be both present on your Solemnisation day, along with the 2 witnesses. And remember to bring along your NRICs (or passports, if foreigners) for yourself, your future spouse and the 2 witnesses.
